Kishore Upadhyay, the Bharatiya Janata Party's candidate from the Tehri Assembly constituency, was the former president of the Uttarakhand Congress from 2014 to 2017. He was a former MLA who won the Tehri Assembly constituency in 2002 and 2007. The Congress had expelled Kishore Upadhyay from the party's primary membership for six years, accusing him of "anti-party activities." He also served as the Minister for Industrial Development in the Narayan Dutt Tiwari-led government until 2004 after winning the Assembly election from Tehri in 2002. He was re-elected in 2007 but lost the Assembly elections in Tehri and Sahaspur in 2012 and 2017 respectively.
