Harish Rawat is a senior Congress leader. He was the Chief Minister of Uttarakhand from 2014 to 2017 at different intervals. Rawat served as Union Minister of Water Resources from 2012 to 2014 in the Manmohan Singh Cabinet. He represented the Almora Lok Sabha constituency thrice in 1980, 1984 and 1989. He was also the Lok Sabha member from the Haridwar constituency in 2009. In February 2014, with the resignation of Vijay Bahuguna, he became the Uttarakhand Chief Minister. In July of that year, he won the by-election from the Dharchula Assembly seat. The Congress lost the 2017 Assembly Elections to the BJP and Rawat was defeated in both of the seats he ran for (Haridwar Rural and Kichcha). He will, however, be running from the Lalkuwa seat this time. He was contesting from the Ramnagar seat in the Nainital district earlier but in an unexpected move, the Uttarakhand Congress shifted his seat to Lalkuwa at the last minute.
